"Posting fake police reports is a crime. Hacking into a website and trying to cover the fact you did so is a crime. The person operating a tool which enables an act is legally the one that did the act and if the act itself is a crime then that person committed a crime. Operating a tool in a manner where you know you cannot control its behavior is defined legally as reckless behavior and is a felony.
We have a solution right now for the "How do we prevent AI from doing bad stuff?" problem. Prosecute the people who are recklessly and intentionally setting up the conditions where it does bad stuff. The behavior is already illegal. The lack of action is more frightening than the AI."
