It was implemented by the rich and powerful. And in this day and age, it's no surprise that billionaires, corporations and the MIC are on the wrong side of history.
All these institutions and entities are psychopathic in nature (I consider anyone or anything the actively engages or support mass murder - genocide - as psychopathic), and in positions of power over the majority, they have carte blanche to continue their destructive ways.
